Sam "Squid" Dullard is a character on the Nickelodeon show Rocket Power. The show aired in the early 2000s. Even though I watch a lot of cartoons I did not have cable during the show's run so I have never seen an episode. According to Wikipedia the show revolves around 4 friends taking part in various extreme sports. This figure is from 2003 and has a pretty sloppy paint job.
