This duck is a Kinder Surprise and is part of a set of ducks participating in "California sports." You can see what all that entails below, but most seem to be just be associated with warm weather. He's got a derpy eye thing going on, although I don't think that is on purpose.
Edit: I think these are supposed to be chicks. From 2007.
