Kermit the Frog in his Muppet Babies incarnation rollin' on a red cruiser from 1986. This was a McDonald's happy meal toy which was part of set that included Fozzie, Gonzo, Miss Piggy, and in some markets Animal. The figures can be removed from their vehicles and interchanged. Fozzie is the only other one who is standing (shown below on Kermit's board). I would've thought if any Muppet Baby skated it would've been Gonzo (had I given it any thought). He was a daredevil after all...
After minimal research I have confirmed that Gonzo skated. The internet has put together a list of skateboarding muppet related references.

This is a 1986 mcdonalds toy. I really wanted this as a kid. I remember one night .Me mom and dad were on our way home from somewhere. We stopped at Macas and i ordered a happy meal hoping i would get this toy with it. I got a different toy instead and was dissapointed. At the time i didnt understand that they switch toys every week.

I refused to enter so dad left me alone in the car, while he and mom went in. It was dark and i could barely see anything all i had was the moon light shininng through the window and that crappy macas toy to keep me company. While i was playing with the toy i accidently dropped it and it landed somewhere under the seat. Being dark and all, i couldnt really see what i was doing. I just put my hand under the seat and started to feel around. I felt somthing that i thought was my toy but when i pulled it out it wasnt the toy i had just got from macas. It was the one that i wanted all long. How weird is that? Also i never found the other toy i dropped. Anyway i just found the toy again on ebay, i might buy it.
