This dude is from a 1991 set of Inspector Gadget figures from Burger King. There was not a whole lot going on in the world of Inspector Gadget at this point; the original series ended in '86 and the movie didn't come out until '99. Similar to the Surfin' Smurfs, the board seems intended to be a surfboard that has wheels tacked on. The board has a fin on the bottom and Gadget is supposed to have a sail that comes out of his hat. His legs also extend for some reason. His Hawaiian trench coat is pretty styling, definitely a BPA vibe going on.
