Campy is a Nerful, a not-too-well remembered toy line from 1985. The figures had one-piece bodies with a cup on the top to hold their head, which was a ball with a face. According to their marketing, they were from the planet Erf. There were 2 skating figures - Stewie the Rabbit and Campy, who came with the Round Town Camper. I actually had some of these as a kid, although I didn't have this guy. I recently found a box of these at my parents house but Stewie's skateboard was not there.
