Detective Conan Edogawa is a Japanese manga character from the Case Closed series which began in 1994. He was originally 17 year old Jimmy Kudo but reverse-aged after being forced to drink an experimental solution. He's now a pint-sized detective who has a solar-powered skateboard. That seems like a pretty useless invention (and would make the skateboard pretty heavy) but I'm sure it comes in pretty handy in print. This figure is from Japan and is dated 1996 on the bottom.
